when i was last there, i asked a man from the forestry commision about this. He said that they were checking the areas to ensure that they werent unsafe e.g. to many trees close by, poorly built jumps etc. anything they thing is unsafe they are going to destroy. This was the reason for the downhill section and the north shore going. I heard it has only come about because someone had a acident and tried to claim, my theory is ,people know what there doing, if they cant accept when they crash then they shouldnt attempt it.
